Plans to convert a former public toilet in the Springhill area of Higher Cloughfold into a community hub have been approved by Rossendale Borough Council. The small stone building had been empty for years after closing as a public toilet and waiting shelter. Hazelwood Homecare of Haslingden purchased the site and applied in December to reconfigure it as flexible space for groups, activities and community support. The council approved the application on February 10 with a set of conditions.

- Hazelwood Homecare bought the former toilet block on Newchurch Road and proposes to reopen the blocked entrance and reconfigure the interior to include a meeting and lounge area, a small kitchen and a toilet.
- The council granted approval with seven conditions, including restricted operating hours of 9am to 9pm, a ban on externally amplified music, and installation of swift cups and bat boxes as shown in the plans.
- Suggested users include dementia support groups, parent and toddler sessions, workshops and other community-led activities; the space would be managed by a caretaker with staffing that depends on use.
- A heritage statement notes the building dates from the early 20th century and the planning statement says reuse would improve the area and prevent further deterioration; no commercial use or café is proposed.
Summary:
The conversion is intended to provide a free, welcoming indoor space where local groups that struggle to find affordable venues can meet, and to improve the condition of a small historic building.
