Ethiopia is stepping up implementation of its Tobacco Control Proclamation through strengthened enforcement systems and coordinated action across government and partners. From 15 to 19 December 2025, WHO Ethiopia provided technical and financial support for a capacity-building training in Adama for multi-agency enforcement sectors. The training brought together 60 participants from the Ethiopian Food and Drug Authority, Federal Police, Ministry of Justice, Ministry of Trade, regional health regulatory offices, civil society and WHO representatives. The effort links national legislation with WHO Framework Convention on Tobacco Control guidance and aims to close enforcement gaps at national and subnational levels.
Key facts:
- A five-day training on WHO FCTC guidelines and national tobacco control measures was held in Adama from 15–19 December 2025.
- The event was attended by about 60 participants from key enforcement institutions, civil society and WHO offices.
- Ethiopia enacted Tobacco Control Proclamation No. 1112/2019, which includes 100% smoke-free public places, a comprehensive ban on tobacco advertising, promotion and sponsorship (TAPS), standardized packaging and labelling, and higher tobacco taxation.
- Ethiopia's Global Adult Tobacco Survey (GATS) 2024 indicates overall tobacco use at 4.6%, a small decline since 2016, while daily smoking and cigarette consumption remain persistent.
- WHO Ethiopia supported EFDA in adapting and implementing the proclamation and reports ongoing support across WHO levels to accelerate the national tobacco control strategic plan, including taxation, enforcement of smoke-free policies, TAPS bans, cessation support and public awareness activities.
Summary:
The training is part of a broader push to translate Ethiopia's tobacco control law into practice by strengthening enforcement capacity and multisectoral cooperation. WHO and national institutions report continued technical and financial support to advance the national tobacco control plan and address enforcement gaps; further implementation activities are planned as part of that ongoing effort.
